Digital transformation in public management: the case of Fiocruz from the perspective of its workers

The digital transformation of public administration is imperative for the modernization of public services and addressing contemporary challenges. However, the literature still lacks in-depth studies on the perception of public servants regarding this transformation. This study aimed to identify strategies, from the perspective of workers, that can enhance the implementation of digital platforms for public management. Through semi-structured interviews and content analysis, we identified the main challenges and opportunities perceived by the employees in this process. The results revealed that, although the interviewees recognize the benefits of digitalization, such as agility and efficiency, they also point out challenges related to resistance to change, the need for training, and the complexity of the platforms. Based on the findings, we propose strategies to optimize the implementation of digital platforms in public administration, considering the importance of involving employees in the change process and providing the necessary support for adaptation to new technologies.
