This study aims to develop a Business Case for the Secretariat of Administration of the Municipality of São José, aiming to establish guidelines for the implementation of knowledge management to produce results for the benefit of the citizen. For this purpose, a questionnaire with 45 questions was used and organized in nine dimensions of analysis, which is part of the instrument for measuring the degree of maturity in Knowledge Management in Public Administration of Batista (2012), adapted by Helou (2015). To this end, the strengths and opportunities for improving the organization were highlighted for the implementation of knowledge management as a management tool that guided the development of the business case. The preparation of the business case considered determining guidelines for the organization's preparation for the implementation of knowledge management and defined as a priority the mapping of knowledge and knowledge management practices existing in the sectors and actions aimed at leadership. It was defined that the implementation of the program may bring the organization changes in the organizational culture in favor of a more effective knowledge management.
